PARLIAMENTARY COMMISSIONER FOR ADMINISTRATION INFORMATION FOR THE DEPENDENT TERRITORIES

Please refer to my minute to Mr. Staveley of 29 October, a copy of which I sent to you.

I am grateful for the comments which I have had from departments. It seems to be fairly clearly established that the Circular No. 55/67 of 3 May, 1967, issued by the Diplomatic Service Administration Office was not repeated to the Dependent Territories. We have been unable to trace any other circular on this subject and it is generally agreed that it would be helpful to send a circular Saving Despatch to the Governors and Administrators of Dependent Territories. A draft for consider- ation is attached. I should be grateful if you could let me have your comments and any suggestions for amendment. When all comments have been received a revised draft will be submitted to the Parliamentary Commissioner's office for his concurrence. It would be most helpful if you could reply to this minute by 13 December.

In at least two territories

territories - Hong Kong and Fiji - we understand that active consider- ation is being given to the establishment of an office equivalent to the Parliamentary Commissioner for Administration. 1 should be grateful to be kept informed of any developments on these lines and should be happy to obtain any advice or guidance which departments may require for Administrations overseas.
