I have discussed this with Sir James McPetrie. We think that it would be better if your department asked for a copy of the revised draft Bill with some sort of explanatory memorandum directing attention to points of particular interest or difficulty. We
doubt very much whether the notes on clauses would be
of any help to the Hong Kong authorities and I gather
that Mr. Roberts did not see them when he was here.
We agree entirely that there would be no point in asking the Parliamentary Commissioner to look at
the draft Bill left with us by the Governor in
October last.
