there should be any variation in emphasis in Government policies

in their respective districts and are free to initiate proposals

for changes in such policies when the need for these becomes

apparent from the feeling of the public. A report on the first

year's operation of the Scheme has recently been received (copy

attached) and copies of the report have been placed in the

Libraries of both Houses.

Elected Representation on the Central Councils of Government

8. This has been raised in one form or another on several

occasions during the last two years. The whole matter was

thoroughly aired when Mr. Rankin raised it as the subject of an Adjournment Debate in April 1967. (See attached Hansard extract) He last raised it in July 1968 (Hansard extract attached) and the

reply that he was then given is now included in paragraph 3 of the

attached Notes for Supplementaries.

Attitude of the Chinese Peoples' Republic towards Constitutional

9. There can be no constitutional development towards self-

government in Hong Kong because the Government of the Chinese

Peoples' Republic would react very sharply to such a course and

have made it clear that they expect the constitutional status

quo to be maintained in the Colony.
