6. The limitations on political development are generally
understood in Hong Kong and there is little demand for change.
Reform of Local Administration

Several proposals for possible changes in the sphere of
· local administration were discussed with the Governor and
representative organisations by my right hon. and noble Friend,
the Minister of State for Foreign and Commonwealth Affairs,
during his recent visit to the Colony. I am confident that
once the necessary details have been thoroughly worked out
proposals will be made.
