Constitutional Difficulties

The constitution of the Colony presents certain

difficulties in relation to the creation of an office of

ombudsman or similar office. In the absence of any elected

element in the Legislature there would be a need to devise an

adéquate system for sifting complaints before they were referred

to an ombudsman. This and other difficulties require very

careful examination.

Existing Machinery

Certain arrangements have been in existence for some time

to provide members of the public with the means of making known

to the authorities their views on the conduct of public affairs

in the Colony; and to ensure that any grievances they may have

are properly investigated. These arrangements include:

(a) The UMELCO Office An office which is staffed with a full

time secretary where members of the public can bring their

views and complaints to the notice of unofficial members

of the Executive and Legislative Councils.
