I told you that I proposed to prepare some notes on the items for discussion with the Governor of Hong Kong and you felt that they were not really necessary. On further consideration I am still of the opinion that it would be desirable to have notes on some of the topics - for the following reasons :-

both John Moreton and Sir J. Johnston (if he attends) have little of the background and will feel lost without some preparation. Arthur Galsworthy will himself not be very up-to-date in a number of the matters we will be raising;

I am anxious that David Trench (to whom I propose to give copies of the notes) should himself know, and have time to reflect on, the special points that we have it in mind to discuss with him.

We have prepared notes on communist schools and are preparing a similar note on detainees. If you do not wish to make the running on the other items, i.e. Grey and general policy, I would be prepared to do so. Perhaps you would let me know.

I enclose the notes on communist schools and would be grateful for your early agreement and for comments.
