I attach the first of a series of notes that I am preparing
on domestic items on the agenda for discussions with the Governor
of Hong Kong next week, As already explained it is proposed to
provide the Governor with copies of these notes; their purpose,
therefore, is more to serve as the basis for our discussions than
as briefs. In some cases it may be necessary to provide additional
notes for briefing purposes which will not be shown to the Governor.
2. In drafting the attached note on the appointment of a new
Financial Secretary we have, I think, used with suitable discretion
the information you sent back to us that Sir J. Cowperthwaite might
not retire if a new Governor were to be appointed in April.
