Hong Kong Government to meet what they regard as their fair share
of the costs of the Colony's defences. This approach has the
support of the Defence Secretary. The Governor further considers
that it will be necessary for him, when selling" this figure to
"
his unofficial advisers (and later to public opinion in the
Colony) to deploy different arguments from those which may be used
here in obtaining inter-departmental agreement to its acceptance.
For the Governor this will be very largely an exercise in
political salesmanship.
This general approach was agreed with the Governor at
official discussions with him on 24 November.
