The Governor said that it would be extremely difficult to pass over Dr. Chao unless with a clear promise of future promction.

Referring to the backgroună note which had been pre- pared by the Foreign and Commonwealth Office for this meeting, which contained the statement that Dr. Teng "saw his mantle as falling on Dr. Choa ...". he recalled that it had been Dr. Teng himself who had first questioned Dr. Choa's suitability for

appointment as Director.

2. In discussion it was agreed that there was little prospect of securing the services of Dr. Gurd (D.M.S., Fiji), either on contract or on permanent and pensionable terms for a

specifically limited period, and that there was really no alternative to the promotion of Dr. Choa.

Mr. Rolfe reported that it was too early to assess the prospects of recruiting a suitable officer for the vacant post of Deputy Director (Health): candidates responding to advertise- ments had yet to be interviewed. He asked whether, when it came to recruiting a Deputy Director (Medical) to support Dr. Choa (assuming he was appointed) there would be any objection to trying to recruit in other Commonwealth countries. He thought it might

4. The Governor also enquired about the possibility of recruiting from the National Health Service. Mr. Rolfe said that this would be a possibility; the Colony's accession to the scheme for the employment of medical personnel from the National Health Service was under examination.

Recruitment to vacant posts of Assistant Director could not be initiated in the absence of indents. Mr. Rolfe asked that Hong Kong should supply indents for all medical appointments they wished to be fulled by ODM recruitment as soon as possible.
