In the noentine, we have no intention of breaking diplomatic
relations:
this would in any case not help in securing the withdrawal of
nembers of the Mission. We are also doing nothing to curtail trade,
though the recent arrest of a British engineer working on a project in
north-west China is hardly an encouragement to other firms, who might
be considering undertaking projects in the country.
