6. Founded shortly after, and as a counterblast to the Reform

Club, this organisation is now a Communist dominated ono, lod by

Porcy Chon, a barrister.

The United Nations Association of Hong Kong

7. Formod in 1953 "to support the fundamental principles of the

United Nations Organisation" and admitted to the World Fedoration

of United Nations Associations in tho sano yoar.

8. By 1960 the Association had como under the control of the

supporters of Mr. MA Man-Fai, who used the Association for local

political purposes completely outside its original objects.

Paid-up nonbership in 1964 was in the region of 2,700 although the United Nations Association clain vory many moro. The leadership

is mainly upper-class and intellectual and their viows do not command

wide support.

10. The prime movers aro Mr. Ma Man-Fai, nominally Executivo

Secretary, and his doputy, Mr. Konnody-Skipton. Mr. MA is anti-forcign

in his attitudo and wears a Chinese gown at all timos.

Ho is a convincing orator (but this is not a quality gonorally approciatod by the Chinose). Mr. Konnody-Skipton is an elderly Southern

Irishman dignissod from the Colonial Administrative Service aftor the

War, for co-operation with tho Japanoso during their occupation

of Hong Kong.

11. Apart from its activitics in Hong Kong, the United Nations

Association has attempted to potition the United Nations "Committoo

of 24". Considoration of the petition has, howovor, boon "buried"

by the Committoo.

12. In Octobor, 1964, the Association formed a six-manber "London

Action Committoo" with the express purpose of conducting negotiations

dircct with the United Kingdom Government. In Docombor, 1964, tho

Committoc sont a petition to tho Primo Minister through Mr. John

Rankin, M.P., who is patron of the Association. The representations

mado in the letter concerned, for the most part, matters ontiroly within the competence of the local government (o.g. education policy) and

Mr. Rankin vas advised that such representations should be addressed

to the Governor.
