Annex to Brief No. 1.

Proposal that certain long-term prisoners in Hong Kong

should be removed to the United Kingdom to serve out their

sentences.

Further information received from the Home Office is to the

effect that the matter is one which would need to be considered by

Ministers and possibly by the Cabinet. Meanwhile, the Home Office

are asking for further details on the following points:-

(1) the numbers of prisoners likely to be involved.

Large numbers would present them with severe

difficulties;

(2) will the prisoners be able to speak English?

It would be helpful if this information could be obtained

during the Hinister's visit.
