Please refer to your letter of 8th August about a possible visit by Lord Shepherd to Hong Kong in the second half of October.

2 As you know from the exchange of telegrams beginning with your No. 1659 we would very much welcome such a visit, subject, of course, to the inevitable caveats about the local situation at that time. If either 1st or 10th October produced a significantly adverse change in the situation, it might be necessary to advise cancellation at very short notice.

3 If the present state of affairs still subsists in much the same form in October, especially as regards the indiscriminate use of "bombs" by the communists, the visit will clearly involve Special Branch and the police generally in a substantial extra burden. Nevertheless, they are confident in their ability to carry it, provided certain restrictions can be agreed. For example, we would like to keep road travel, as opposed to launch or helicopter travel, to a minimum and to avoid particularly heavy concentrations of population, such as the Resettlement Estates. It may also be desirable not to give detailed publicity in advance to Lord Shepherd's movements; and this would in turn tend to reduce the press coverage of the visit. Nevertheless, I feel sure we can arrange a varied and interesting programme of value.

As regards dates, I would like to suggest that the Minister should arrive if possible on the Friday
