Lord Shepherd's Visit to Hong Kong

Mr. Gass's reply to my letter about

Lord Shepherd's visit to Hong Kong is now at (7) and you will see from paragraph 4 that Mr. Gass recommends that Lord Shepherd should reach Hong Kong, if possible, on Friday afternoon rather than on Saturday.

You will also see from the exchange of telegrams at (8) and (9) that Sir David Trench would very much like to be able to announce Lord Shepherd's visit at his press conference on arrival in Hong Kong on 22 September, and Mr. Gass supports this suggestion.

Sir David Trench is due to leave London for Singapore and Hong Kong on Tuesday 19, i.e. next week. If he is to make a formal announcement on his arrival in Hong Kong it would be necessary to obtain the Commonwealth Secretary's and Prime Minister's approval and also that of The Queen before next Tuesday.

I got the impression that Lord Shepherd had discussed with Mr. Godden Lord Shepherd's ideas of a possible programme in Hong Kong, and Mr. Gass has asked for this in paragraph 5 of his letter. This of course could be taken up later, but the first priority is to clear the decks for an announcement to be made.
