Paragraph 2 of my telegram No.1851:

Lord Shepherd's visit.

Subject to availability of flights

Lord Shepherd is planning to arrive in

Hong Kong a.m. on Saturday 14 October staying

at least for about a week, Governor has suggested that

he should visit New Territories (especially to

see troops and police) afternoon of arrival and

to spend the following day, Sunday, relaxing

perhaps in Governor's launch. Lord Shepherd

has gladly agreed to these suggestions. He

particularly wishes to see Gurkhas.

2. As regards remainder of visit Lord Shepherd

would willingly agree to any programme you may

care to suggest provided he is given adequate

opportunity to meet people engaged in current

operations. It is important that his visit

should sustain morale. He has, however, asked

that, in general, any formal meetings and

conferences should be undertaken of a morning
