Paragraph 2 of my telegram No. 1851: Lord Shepherd's visit.

Subject to availability of flights Lord Shepherd is planning to arrive in Hong Kong a.m. on Saturday 14 October staying at least a week. Governor has suggested that he should visit new territories (especially to see troops and police) afternoon of arrival and to spend the following day, Sunday, relaxing perhaps in Governor's launch. Lord Shepherd has gladly agreed to tre se suggestions, he particularly wishes to see Gurkhas.

2. As regards remainder of visit Lord Shepherd would willingly agree to any programme you may care to suggest proving he is given adequate opportunity to meet people engaged in current operations. It is important that his visit should sustain morale. He has however, asked that, in general, any formal meeting and conferences should be undertaken of a morning thus leaving the afternoons and evenings for informal meetings and contacts and visits including visits to police and services messes (the latter to include Sergeants' mess).

3. On public relations, the Minister, after discussing with the Governor, feels that among the people he should see are

(a) British forces, police, auxiliaries and defence force: (b) Representatives of the Chamber of Commerce:

Unofficial members of the Urban Council: and

(a) the Vice-Chancellor of Chinese University.

He would also like, if possible, to visit Queen Elizabeth Hospital, one or more of the local schools, one of the new towns and perhaps see on the ground some aspects of the resettlement programme. Lord Shepherd will, of course, be seeing members of the Executive and Legislative Councils. He would also wish to discuss specific subject with officials and others and I shall telegraph as soon as possible subjects for discussions. Are there any specific matters you would wish to raise with Minister?

4. Lord Shepherd has been concerned at some of the alarmists reports about Hong Kong which have apparently originated from B.B.C. and British newspaper correspondents in Hong Kong. He feels it would be useful if he could have an off-the-record meeting with them some time during his visit. He would be agreeable to television appearance before leaving.

5. The Governor will discuss this with you on his return. But he has suggested that meantime you may wish to be giving some preliminary thought to an outline programme.

Private Secretary and I will accompany Minister. Foggon, at Minister's request, will also be present during part of visit but must be back here not later than 18 October. Minister would
