Following are the subjects which Minister

will wish to discuss in Hong Kong:

(1) Internal security: Minister would like

all aspects of

to discuss/ the present situation together

with any 'issues arising out of confrontation.

In particular

He would like to know whether you have any

further measures in mind e.g. against

C.P.G.-owned institutions or Communist

schools, He will also wish to discuss

further the proposal to extend the death

penalty to the offence of possession of

explosives etc.

Assistance to Hong Kong: Minister will

wish to discuss further with you points

raised in the paper on this subject (copy

of which is being sent to you) and other

ideas which were mentioned in London.
