Enclosed behind (3) is a copy of the letter from the Governor of Hong Kong, dated 6th September, about the possibility of The Queen visiting Hong Kong in 1968 to open the Plover Cove Water Scheme. As you are aware, the original has disappeared (although Mr. Wallace, Mr. Ross and myself remember seeing it); this is one of three copies sent by bag from Hong Kong.

A copy of the letter has been sent to the Foreign Office under cover of the letter at (4), asking for their considered views. Our preliminary conclusion (after informal discussions with the Foreign Office) is that while there may have been a case for econsideration of a visit by The Queen when the Governor wrote in September last, subsequent developments in China and Macao reinforce the view taken in 1964 that the risks are too great to run.
3. Under the mistaken impression that the Royal Visits Committee met tomorrow I had prepared for Sir S.Garner the draft brief below. It might as well remain on record since the question of a visit to Hong Kong may arise in the Committee in due course (if it was not raised yesterday). Meanwhile we must prepare the long overdue reply to the Governor's letter and this will be put in hand when Foreign Office views are available.
