Many thanks for your letter HWB 22/13 of 22 February about the Governor of Hong Kong's suggestion that The Queen right be asked to visit the Colony in 1968 to open the Plover Cove Water Scheme.
2. This is just to confirm what I said over the telephone, namely that we are now considering the Governor's suggestion and, at the same time, have asked Donald Hopson to let us have his views on the likely reactions of the Chinese. We are also taking into consideration the subsequent suggestion made by the Governor that if The Queen could not go Prince Charles might go instead.
3. I will let you know as soon as we have heard from Peking.
