Sir Saville Garner wrote to you on 2 th April

to let you know that there was no possibility of a visit

to Hong Kong by the Queen in 1968. During your

discussions with Ministers here in September you CASE

again raised the question of a visit to the Colony by a

member of the Royal Family. We pursued the matter after

your return to Hong Kong and put forward the suggestion

that the Duke of Edinburgh might visit Hong Kong in

September/October, 1968, for the purpose of opening the

Plover Cove Scheme. I am afraid that this proposal was

equally unsuccessful because, apart from other considera-

tions, it was not felt that His Royal Highness could

conveniently fit in a visit to Hong Kong with his

already existing commitments at the time

also some doubt was expressed on the score that he was too close to the throne. However, the idea of a visit by some other member

of the Royal Family has also been considered, although at the moment

to be looked this stage it can only be noted as a possibility for later- at again later

consideration. It will not be possible to reach any

this

decision on the matter for some months, and until a reliable

assessment can be made of the position vis-a-vis China.

It would, in any vent, and for obvious reasons, be best to

defer/making any announcement in connection with any such
