Relying on Departmental Notice DSY.2/5 about the Commonwealth Secretary's tour of the Far East, issuing under Sir Saville Garner's name on the 10th February, I despatched two covers to Sir Arthur Snelling to reach him at Singapore before his departure with the Commonwealth Secretary for Fong nong. The covers contained additional briefing material for the Commonwealth Secretary's use in Hong Kong.

One cover was sent over on Tuesday 28th February for despatch by the bag closing at 15.00 hours that day. The other was sent over on Thursday 2nd March for despatch by the bag closing at 16.00 hours that day. Both left the D.T.D. in good time to catch the bags. Neither cover reached Singapore in time to catch the Commonwealth Secretary's party before they departed for Hong Kong on Sunday, 5th March. A cover despatched on 2nd March did not in fact arrive in Singapore until the 9th March. Both covers are attached.

All covers are date and time stampad at the Outward Bagroom combar, immediately on receipt. The 28 Fabricary cover is time stamped just after 1430 his, 24/2 his after the bag closed. The 2 March cover is timed 1635+, 35 minutus after bag dosing time. The explanation, there for, is a simple one: the lattes arved after the bag closed.
