Addressed to Commonwealth Office telegram No. 67 of 23 January.

Canberra

Repeated for information to H.C.Singapore Governor Hong Kong and Saving to Wellington and others.

Your telegram No. 56.

Secretary of States tour.

The Tunku is having great difficulty fixing dates for his visit to Ceylon and we have now been told that 2 March is only day we can count on his being able to be in Kuala Lumpur.

2.

In view of Hong Kong telegram No. 76 to you, a change of plan to take account of what Tunku has now told me might not perhaps be too inconvenient. As seen from here it might be possible for you to fly from Australia to Malaysia on 28 Februar, (27 February would be difficult for Malaysians my telegrams Nos. 31 and 34), go on to Singapore on morning of 3 March, fly from there to Hong Kong on 5 March and return to London from Hong Kong on 7 March.

3. Advantages of this arrangement seem to be that, whilst ensuring that Tunku is here for at any rate part of your visit, it nevertheless causes minimum of dis- location to timing already agreed in Singapore and it takes account of Governor's difficulties in Hong Kong telegram under reference. But if those difficulties can be overcome in some other way and you decide to visit Hong Kong first, an alternative would be:-

1 March fly Hong Kong to Kuala Lumpur.

4 March (morning) fly Kuala Lumpur to Singapore. 7 March fly Singapore to London.

4. I shall not try to carry things further with Malaysians e.¿. over programme suggestions before I know which timings will suit you best.

Commonwealth Office please pass immediate to Governor Hong Kong No. 7.
