Apparently Mr. Clague telephoned Lord Shepherd yesterday and the latter, who is away from the Office until Friday, has asked that the following telegram should be sent to the Governor:-
"Clague telephoned me yesterday regarding tunnel. As you may know I have taken up this matter and it is being studied by Lord Brown (Board of Trade) and I would expect it to be raised at Ministerial level here in September.
Clague tells me he is more hopeful than he has been in the past. But he and I are rather concerned about the possibility of the tunnel being
debate debated in Legislative Council (when, gather, is lity to take place soon,) since things might perhaps be of the project. said there which might affect consideration,

Grateful therefore if you could persuade members of Legislative Council not to have debate until the matter has been considered here by Ministers."
