With reference to Cotterill's letter of 1st May about finance for the above project, the only immediate comment we wish to make is that, for a variety of reasons, we should strongly oppose the use of aid funds to cover any default in this case, Paragraph 6 of Sir A. Galsworthy's letter of 29th August, 1967, is relevant in this connection.
I am copying this letter to the recipients of the letter from Cotterill.
