Dunwoody's request the case haa now boen ezzainod
by all the Departments concerned, bearing in wird the Iriza
Minister's roference, in his discussion with Colonel Claque
to the use of loction 2 of the Export Guarantees Act, The
Departsente considered that for the roaons set out above they
could not recommend a concession in regard to the guarantees.
It is now proposed thats
(1) The loan be inoressed as requested by the Tunnel
Company.
(ii) The requirement of joint and several guarantees
must be maintained, their precise form la s matter
for negotiation.
(111) The joint and several guarantees should be in
force throughout the 10 year contract.
