6. The terms of an accommodation are difficult to see, particularly since E.C.G.D's present stand represents a considerable amerlioration of conditions they were seeking to impose during the communist confrontation last year (i.e. Government guarantees) in order to cover the "political risk" The Department is considering what basis there may be for seeking further consideration of this issue at ministerial level.
