With reference to the attached telegram

Mr. Hewitt said that the answer to paragraph 1 is

that a full brief was included in the Bag on Friday which should have reached Mr. Hall by now.

On Paragraph 2, Mr. Hewitt said he had spoken

to C.D. C. Financial Controller. The Tunnel Company

had approached their Hong Kong representative on the

basis of a £1.5m. loan but the London Board give

Hong Kong such a low priority for assistance that

they did not think it worth even going into details.

C.D.C. did not consult ODM although they are aware that ODM too give Hong Kong a low priority simply because there are a large number of territories less

able to help themselves than Hong Kong is. There is however a possibility that C.D.C. might be prepared to re-consider this proposition, but only on the

basis of the relatively small sum of £1.5m., if H.M.G.

think that political considerations require that this

project be given a higher priority.
