We are quite prepared to put the first two conditions to the Hong Kong Government ourselves as matters of detail. This would require your Depart- ment to agree the form of the proposed arrangement in general terms, adding something to the effect that E.C.G.D. will wish to discuss with them the precise terms of this procedure as and when commer- cial negotiations are resumed, but leaving no doubt that the arrangement as described by you represents only an outline.
I can see no good purpose in raising all this to the political level here at this stage.
