Dear Mr. Forster,

Further to our conversation last night I enclose an aide- memoire on the subject of the financing of the proposed tunnel between Hong Kong and Kowloon.

We have received many representations requesting us, if possible, to place this contract with a U.K. firm. Tenders are now being studied and I believe there is a very fair chance of the contract going to Costains provided they can improve their financial proposals in line with the attached memorandum.

As you will see it is anticipated that Government will participate in the equity of the venture along with ourselves and the Hong Kong & Shanghai Banking Corporation.

Anything the Secretary of State or Sir Arthur can do to help will be very much appreciated.
