Hong Kong Tunnel

I attach a note which explains what has happened so far and the point we have now reached in our offer of cover to Costains who have tendered to carry out the above project. The purpose of circulating this to you and other Departments is to keep everybody informed and to give the opportunity of commenting about the line we are currently adopting.

2. This is a Section 1 case which does not fall technically within the ambit of the Financial Guarantees Committee. I am, however, giving it the F.G.C. circulation; perhaps we can consider this a special ad hoc exercise.

I am copying this to Mason, Kinsey, Spiers, Kitching, Ford, Thomas and also to Sir Arthur Snelling in C.R.O., who recently wrote to Percival here about his recent visit to Hong Kong.
