would not then be on risk at least for that 20 million. Sure E.C.G.D. is in business to take risks and should tailor its terms according to the degree of risk?

The latter part of your paragraph 3 is undoubtedly valid but if abnormal risks have to be taken to ensure award of the contract to a British or any other firm it would seem more appropriate for H.M.G. or the foreign government concerned to guarantee the loan rather than this Government.

Since this Government is unable itself to accede to E.C.G.D.'s request, I am sure you will appreciate that I am in no position to persuade the other shareholders to agree.

3. I am sorry to be so negative but I think E.C.G.D. will have to make up its own mind without involving this Government.
