In view of the reference to aid policy in paragraph 15 of the note attached to Cotterill's letter to you of 22nd March, we would wish to comment that we are content to see the project considered as a purely commercial proposition.
If the reference was to probe the possibility of aid money being found for this project, our answer must be negative. Hong Kong has a booming and prosperous economy and can hardly be considered a needy contender for our aid; and in any case there is no "slack" in the aid programme in the immediate future.
I am copying this letter to Cotterill and the other recipients of his letter.
