havo told the Tunnel Company that nothing Turther could be done until the British terms are modifion.. I am led to this belief by a conversation with Phillia Haddon-Cave, the Economic Secretary whom I met shortly after cocing Cowperthwaito. He said that he doubted if the Tunnel would ever be built.

Since dictating the above I see that I omitted
to mention that during my conversation with Cowperthwaite I questioned him on the reliance he placed in the projection of traffic, incone and expenditure made by the unhol Cchrany. As I suspected, he said thut those did not entirely satisfy him personally, but he went on to stress that the Hong Kong Government was ciuccre in its support of the scheme within the limits already known.
