5. You will see that we envisage what we regard as a fair distribution of political support. The Hong Kong Government will have to be keen enough to commit its own money first and press the other shareholders to do the same, and also to find any additional money due to cost escalations. In these circumstances, we will follow with our commitment, and without refining on the circumstances in which our guarantee will be called, so that we are not seeking to confine it only to the major political risks. Generally, we are making an unprecedented measure of support available for political reasons. It must remain as a completely exceptional case, justifiable only in the particular political circumstances of Hong Kong at this time.

6. If this is acceptable to you and to the Hong Kong Government, we will need to consider the mechanics, including powers and publicity.
