Carter wil note that the condition at 6(g) is new.I think
the need and justification for it are self-evident but I am sorry we
forgot it. It is really a measure of the exceptional nature of
H.M.G's participation that we had no experience to prevent our
overlooking the obvious. There is a reference to the Governor in
brackets in the first paragraph of the brief that I have been unable
to check.
