Thank you for your letter of 9th February enclosing a draft letter to Michael llannam about the Hong Kong Tunnel. I am returning the draft with a few amendments, although generally I think it is a very fair account of the position.

You will have seen my letter of yesterday to Carter. I am sending a copy of this draft to him and to Hawkins in the Treasury to ensure that the action we are all taking is in line.
