After consultation with a representative of the I.T.F., I am afraid there is little I can add to the information already on this file. Majumder went to Hong Kong on a four- month assignment to weigh up the possibilities of recruitment. He had been there before and should have been aware of the situation. However, he left on 22 July well before the four- month period was up, and has so far not sent a report to the I.T.F.
