In the attached letter dated March 20 (which has not yet been acknowledged), Mr. Woodcock enquires whether the Minister of State would be willing to meet a joint delegation consisting of representatives from the ICFTU, the three International Trade Secretariats principally concerned, and the TUC "to discuss the labour situation in Hong Kong".
2. The proposal that this approach be made to the Minister derives very largely from the initiative some months ago of Mr. Greenhalgh of the International Textile and Garment Workers' Federation, and only the slowness of the administrative machine of the ICFTU has delayed the request so long.
Recommendation
3. I would recommend that the Minister of State should indicate his readiness to meet the delegation. The recent statement on labour policy in Legislative Council and the introduction of regulations to reduce the hours of work of women and young persons, together with the steps which have been taken to strengthen the staffing of the Labour Department, provide I think an effective answer to the sort of criticisms which are likely to be made.
4. If you agree, and the Minister of State is prepared to meet this delegation, then it is important I think to fit it in if at all possible before the Minister's departure for his Pacific tour.
