You are asked to agree to receive a brief
visit from a Hong Kong delegation representing the
New Territories Rural Consultative Council. The
visit is primarily aimed to give the delegation
"face", and in his telegram No. 149 (at Flag "F")
the Governor advises that you should accede to this
request.
If you agree, I would suggest that an appropriate
time would be at 10.15 a.m. on Wednesday, 21st February
They could then leave after 10 minutes to call on
Lord Shepherd at 10.30 that morning.
