Memorandum to be presented to The Rt. Hon. George Thomson M.P.

Secretary of State for Commonwealth Affairs

The Heung Yee Kuk Delegation on 21st February, 1968.

The purpose of this memorandum is to record the points which we, as members of the Heung Yee Kuk Delegation, would like to present to The Rt. Hon. George Thomson at a meeting scheduled to take place on 21st February, 1968. We would also like to express in this memo- randum our appreciation of the opportunity afforded to us to meet the Secretary of State and the Minister of State, and of the invaluable Assistance given to us by the various authorities of H.M.G. during our visit to Britain.

VISIT TO BRITAIN

It is gratifying to say that with the support of the Hong Kong Government and the assistance given by the Hong Kong Government Office in London, we have completed our tour of Britain and fulfilled the stated purposes of our mission.

During our five-week stay in Britain we have visited the Chinese communities in Bristol, Cardiff, Birmingham, Coventry, Nottingham, Manchester, Liverpool, Edinburgh, Glasgow and Newcastle as well as London. We have met thousands of Hong Kong Chinese, mainly in the restaurant business, in groups or in persons, and have expressed to them the concer of the Government and the people of Hong Kong for their continued well- being, and told them about the disturbances last year, the current sit- uation in Hong Kong and in particular, the home life of the people of the New Territories. We have also been able to collect some inform- ation about the life of the Hong Kong Chinese in the restaurant business in Britain and to gain a knowledge of some of the problems faced by these people. The film shows staged in the name of the Heung Yee Kuk dele- gation in various provinces during our tour of Britain were exceedingly well received and the large number of Chinese travelling from distent places to see the film and to listen to the speech of Mr. Pang Fu-Vah, leader of the delegation, had indeed made the other side of the camp envious of the delegation's success.

POLITICAL SITUATION IN HONG KONG

Although the disturbances instigated by the Communists in May last year have come to an end, we are of the opinion that the political situation in Hong Kong is still too delicate to be ignored.
