areas have been "designated" and hence "frozen" with no indication whatsoever how long owners of properties will have to wait before they can put forward their plans for development, calls for immediate remedy and justifies the strongest complaint which is being directed at the Hong Kong Government. To cite an example : DD51 Lot 4433 in Fanling was "frozen" for 20 years in the postwar period before applications for development were accepted by the Government for consideration. In the past 20 years the Government took no steps to resume the land in this area or to provide irrigation to make agriculture possible. Needless to say, the owners of properties in this area suffered enormously. This is not an isolated case and it may be said without exaggeration that indecision and delay on the part of the Hong Kong Government have been a main cause of the slow development of the New Territories and the generally poor living standards of the indigenous New Territories residents.
