Lord Shepherd said that he had not had the
opportunity to study in detail the memorandum presented
to him by the Delegates because he had been preoccupied
with other pressing matters. He assured the Delegates
that the memorandum would be carefully studied by his
Department and that a reply would be given as soon as
possible. He asked Mr. Pang what other changes should be
brought about in Hong Kong, apart from the recommendations
set out in the memorandum.

Mr. Pang said that he hoped to see, firstly, a
change in the policy governing the appointment of Unofficial
Members on the Executive and Legislative Councils, whose
membership appeared to be limited to the scions of a few
rich and influential families, who were not truly represent-
ative of the ordinary people of Hong Kong. Mr. Pang
asked that consideration be given to the appointment of
a few persons from the N.T., preferably chosen from the
H.Y.K. which was truly representative of public opinion
in the N.T. He justified this on the grounds that a
quarter of the population live in the N.T. which comprise
90% of the Colony's total area.
