214 Feb. We are planning to send four members of the New Territories Heung Yee Kuk (Rural Consultative Council) on a goodwill visit to Chinese restaurant employees working in Britain. H.E. the Governor has approved the visit in principle and we are currently seeking financial approval to cover the costs.

The main purpose of the visit is to demonstrate to the New Territories people, both in Britain and Hong Kong, the concern of the Hong Kong Government for their well-being and to assure the Hong Kong Chinese in Britain that life in the Colony continues to progress normally. It is felt that this is necessary after the recent disturbances, the sensational reporting on them and the blandishments of Communist propaganda through the medium of some of their newspapers distributed in Britain.

There will, perhaps, be an added benefit from the delegation: any publicity given in the British press will help to demonstrate to the British public the support which the Hong Kong Government enjoys from people here, and make some contribution to the British public's understanding of Hong Kong.

We think the purpose of the delegation might be well served if the Kuk were to make a return call on Lord Shepherd. This was mentioned briefly to Sir Arthur Galsworthy during his recent stay and he thought it a feasible idea. I should be grateful for your views on this. If Lord Shepherd were to agree, a convenient date, time and place could be arranged through Sedgwick at our London office under whom detailed planning of the visit is being made. We hope the delegation will be able to leave on or about the 18th January, spending a week in London before touring other towns and then departing from London on or about February 24th. arrangements are subject to financial provision being available.
