This is not a progress Cardiff, Birmingham, Nottingham and Coventry. report but is a menorandum on a very important issue which, unless handled properly with the full understanding and support of the Hong Kong Government, may defeat the purpose of the delegation and bring the Government into disrepute. For this reason it is strongly recommended that this report should be given careful and immediate consideration).

Despite a very difficult start about which both David Lai and K.Y. described to Akers-Jones and M.A.B. Stevenson Young have respectively (copied to Paul Toui, David Sellers and Locking), the coordination of the delegation's efforts has ner been put on a proper footing and things so far been satisfactory. 2. Before the delegation came to England, Young had heard from both

At that they had plans to make a million dollars out of this trip. that time Yeung was too preoccupied with work to give much thought to what geomod to be a joke. However, judging by the way these two members of the delegation have spoken to the Chinese communities both openly and in private,,to indivisuals and to groups, as well as in speeches merccding the film shows, there are strong indications that Pang and Chan have every intention to implement their plan (though for sure without sucloss in our opinion) as soon as they return to London on or before 17 February.

Eriefly, Pang and Chan hope to collect a huge sum of money firstly by inviting subscriptions at 21 a month from each subscriber for a

roposed newspaper called the NT People's Hall and secondly by inviting onle to appoint then an agents of a proposed Overseas Chinese Service
