I rang your principal represent tive the other day and found charming and helpful. However, when I enquired of the criteria by which applications were considered I ran up against a black wall. Surely one of the basic principles by which British justice has been ad i istered is that a man's rights and obligations should at all times be ascertainable- in other words that Her Majesty's subjects should always know exactly where they stand.
