because Hong Kong now has about 50% of
the total population of the remaining
dependencies. I would susest that initially
Hong Kong should receive no more then
500 vouchers, but this could be increased if
the remaining 400 were not taken up by the
other dependencies.
Fall Back Positions
If Ministers at the meeting are unable to
agree to an allocation of 900 vouchers for
the dependent territories, fall back positions
could be as follows.
First. If agreement cannot be reached on
a quota of 900 vouchers for the dependent
territories, because of doubts about the
actual number of vouchers which are likely to
be freed by the revised proposals covering
doctors, teachers, etc (paragraph 7 of the
paper), a compromise could be to accept
say 750 or even 700 as the initial dependent
territories quota on the understanding that
the position will be reviewed in one year's
time when more accurate figures about the
savings on doctors etc. are available.
Becond. It is understood that the Hulta
special quota of 1,000 vouchers is rarely
fully taken up. Any unusued balance at
present goes into the general general pocl.
Another solution wold be to reallocate them
to the dependent territories quota to bring
it up to 900 vouchers per anram.
Third. If agreement cannot be reached at the
Ministerial meeting, to ask for the question
