Dear Hewitt,
I refer to Howard's letter of 13th October with which he enclosed a copy of a letter dated 19th September from Mr. H. Jackson - Lipkur,
We sent him on 9th October a brief reply drawing attention to our leaflet IM 1 and saying that applica- tions for entry certificates should be made to the immigration officers in Hong Kong. However, since then two Members of Parliament, Sir George Sinclair and Mr. John Smith, have expressed an interest in the correspondence and a reply will have to be sent by our Parliamentary Under Secretary of State. This will in effect mean that we must cover in the letters to the Members of Parliament all the points contained in Mr. Jackson-Lipkin's original letter of 19th September.
We can reply on the current entry requirements. You have I understand, agreed to make some enquiries about the detailed arrangements made by the director of immigration in Hong Kong about enquiries on this subject, and I would be glad to know whether you have had any reply to them yet.
It seems to us also that some answer must be given to the question, posed in Mr. Jackson-Lipkin's letter
