We spoke recently about the letter dated 19th September from Mr. M. H. Jackson-Lipkin, and I promised to send you a draft of our proposed reply.
Sir George Sinclair has now sent our Parliamentary Secretary a further letter from Mr. Jackson-Lipkin, dated 13th November and I enclose a copy of this, with a draft of what might be said in reply to the two letters. I would be grateful if you could suggest any improvements to the draft. May I also ask, as it has already taken me a long time to put the reply forward, if you would let me have your comments as soon as possible by telephone?
