Because daily consumption has been higher than was envisaged, it has been necessary to revise the target storage required at 2 October if we are to maintain the present level of supply during the winter months (i.e. 4 hrs. every 4th day generally, with concessions to industry, standpipe users and resettlement estates.

On the basis of the present 62 million gallons per day consumption we would require about 15,100 million gallons in storage at 2 October to give reasonable security of supply, assuming that we obtain no water from China.

In view of the satisfactory way in which work is proceeding at Plover Cove to obtain access to the stored water there down to the proposed emergency draw-off level, it is now proposed to include the storage above this level in our resources.

Accordingly, beginning on 31 July when the total storage in all reservoirs, including Plover Cove, was 6,100 million gallons, a straight line interpolation of weekly target figures up to the 30 September has been prepared, and is attached.

I also enclose for your information a copy of the Memorandum considered by Executive Council on 8 August. This indicates briefly the various steps we are taking.

I enclose a copy of the terms of reference for the survey tean. The General Manager of the Shell Company of Hong Kong, Mr. Do Campbell, who joined the discussions on this subject, offered to seek Shell Central Office help in finding a suitable tanker logistics/supply expert, who, he has suggested, would ideally be an experienced operations man familiar with tankers and with leading/discharging methods in addition to supply planning techniques. He would also have to be briefed on the current tanker chartering position.
