Addressed to Peking telegram No. 656 of 9 December Repeated for information to Commonwealth Office
East River Water.
Bank of China here on 7 December refused to accept payment for water supplied in November on grounds (given orally) that Bank had no instructions to accept our cheque and that it was up to us to make arrangements with proper authority in China for such instructions to be issued.
2. Cheque was taken to Bank in usual way, drawn in favour of Bank of China for credit of East River Shum Chun Water Supply Project Administration Bureau in accordance with provisions of Article IV.2 of Agreement.
Foreign Office please pass Routine to Peking as my telegram No. 656.
